This dress will fit up to a UK10 and designed for tall ladies though it can be shortened to your requirements. Currently modelled here by a model bust 32B, waist 24 inches hips 35 inches 5ft 8ins in 5 inch heels.

The tie back top means a perfect waist fit and the skirt is a wrap and tie so can be adjusted to suit your needs.
